Traffic Enforcement


One of the primary duties of the Alpine Police Department is traffic enforcement. 

The primary governing ordinance within the Town of Alpine is 112 Ordinance No. 2005-02 which says in part:

112-02 – General Traffic Code

All of the Uniform Act Regulating Traffic on Highways in the Wyoming State Statues Title 31 Chapters 1 through 7, as well as any and all amendments which may be made to said Act from time to time, except as hereafter listed as excluded sections, is hereby adopted by reference and incorporated herein by the Town of Alpine, Wyoming; and made a part of the Municipal Ordinances of the Town of Alpine as if fully set forth in the body and text of this chapter. A copy of such Uniform Act shall be kept on file in the office of the Town Clerk for public examination and inspection.



             
1. Exceptions            

The following sections of the Uniform Act regulating Traffic on Highways, Wyoming State Statute Title 31, and all amendments thereto are specifically deleted and excepted there from before adoption by the council, as provided in Ordinance 112-01:

A.     Sections 31-5-112 through 31-5-114;

B.     Section 31-5-208;

C.     Section 31-5-227;

D.     Section 31-5-229;

E.      Section 31-5-233;

F.      Section 31-5-502;

G.     Sections 31-5-510 and 31-5-511;

H.     Sections 31-5-937 and 31-5-939;

I.        Sections 31-18-801 and 31-18-802;

J.       Section 31-5-1201;

K.     Section 31-5-1212 paragraph (b);

L.      Section 31-5-1214;



112-05 – Authority to Impound Illegally Parked Vehicles

            Any vehicle found parked in any unauthorized place or in violation of this chapter may be towed and impounded. The owner of such vehicle shall be required to pay all charges of towing and storage incurred thereby in addition to any penalties imposed for violation of this chapter.


112-06– Private Parking

            No person shall park a vehicle on private property without the permission of the property owner. 


112-07 – Blocking of Streets, Alleys or Sidewalks

            No vehicle shall be driven or parked so as to obstruct any street, sidewalk, alley or intersection.


112-08 – Storage of Vehicles in Public Space Prohibited

            No owner, manager or employee of any garage, salesroom, shop or other place of business shall permit any vehicle, whether the same is stock in trade or left for safe keeping, repair or storage, to be or remain in or upon any alley, street or sidewalk or in any space between the street and the property line adjacent to, in front of or beside any premises in the town.


112-09 – Parking Vehicles on Public Streets for Repairs

            No person shall park a vehicle on a public street or alley for the principal purpose of repairing, changing oil or greasing same, except repairs necessitated by an emergency.


112-10 – Extended Parking of Vehicles on Public Streets Declared Nuisance

            It is hereby declared that leaving vehicles for more than twenty-four (24) hours on any of the highways, alleys, streets, public thoroughfares or town right of ways within the corporate limits of Alpine or upon any town property shall constitute a nuisance and shall be abated.  Any cost of said abatement may be recovered from the owner of the abated property.


112-11 – Camping

No person shall camp within the town of Alpine other than at those areas designated by the town council or upon private property; camping upon private property shall not exceed 30 consecutive days per vehicle, trailer, etc.


Snow Removal

Due to numerous problems and issues concerning snow removal, on November 7, 2006, the Alpine Town Council passed Municipal Ordinance No. 142-Ordinance No. 2006-12 concerning snow removal.  I have attached a copy of the complete ordinance for your review.  This ordinance reads in part:


No person shall park any vehicle or trailer on any public street, alley or Town of Alpine right-of-way.


No person shall sweep, plow, push or shovel snow onto or upon any public sidewalk, street, alley, property or right of way of the Town of Alpine or Lincoln County, or upon any private property without the express written consent of the owner of such property.


Snow removed from private driveways and walkways shall not be placed onto or upon the streets, alleys, sidewalks, property or right of way of the Town of Alpine or Lincoln County.
